Detect Lithuanian State Infrastructure IP addresses appearing on any webpage.

This extension scans the currently displayed webpage, looking for IP addresses that are known to be used by state networks in Lithuania.
This is particularly useful for detecting anonymous comments on news portals that originate from government networks.
