Fixes small but annoying problem in Jira: non-sticky issue headers

Makes issue headers in Jira sticky.

(You can limit the extension to specific URLs by right clicking the extension logo and clicking "This can read and change site data" in the menu.)

For me, it's only working to make the "file path" from Project name, to Epic ID, to ticket/sub-ticket ID sticky. That's not nothing, but I was hoping that the text name in the Summary field would also be sticky and that isn't how it's working for me.
